Are Apple Pay services down. Won’t let me apply for Apple Card even though I have invite

Not being able to apply for Card does not mean Apple Pay is down.

go to settings>general>software update and check for 12.4
make sure you are signed into your iCloud using your Apple ID you got the invitation with.
restart your phone
Make sure your region is correct for your Apple ID and on your device (You must be in the USA)
