Are Apple Pay services down. Won’t let me apply for Apple Card even though I have invite

Not being able to apply for Card does not mean Apple Pay is down.
- go to settings>general>software update and check for 12.4
- make sure you are signed into your iCloud using your Apple ID you got the invitation with.
- restart your phone
- Make sure your region is correct for your Apple ID and on your device (You must be in the USA)
