iTunes for Mac will only run on Mac, iTunes for Windows will officially only run on Windows but read on.

WINE stands for WINE Is Not an Emulator, it is one of the wonderful recursive acronyms used in Unix/Linux. It is software for Linux, Unix or Mac which allows those operating systems to run some Windows applications without the full Windows operating system. It maybe what you were referring to by a 'Windows compatibility layer'.

The answer is you might be able to run iTunes for Windows in Linux via WINE.
