'Unable to Verify App' After Restart While Offline

Every time I turn on my iPhone with no network access, an ‘Unable to Verify App‘ message blocks me from opening any non-Apple app. I'm also asked to sign-in to iCloud again, even though I've never signed out of it. This happens every time I turn on my phone while offline.


Is this common behavior for all iPhone 7 models? Or is this an isolated incident with my phone?

I've restored my phone twice but the problem persists.


I spend long stretches of time in remote areas with no connectivity of any kind, so I keep the phone off in order to save battery. This issue presents a big inconvenience for me. This applies only to my newer iPhone 7. My older iPhone 5 does not block me from using any application after rebooting it while offline, nor does it ask me to log in again into my iCloud account.
