Either it is working or it is not working. Randomly when it does not work, does it allow passcode entry?

Your device will require your passcode when you do the following:

Turn on or restart your device
Press the Home button or swipe up to unlock your device (you can change this)
Update your software
Erase your device
View or change passcode settings
Install iOS Configuration profiles

The Touch ID will work a few times in a day after that it will not work at all. I have changed what finger I use, reset, hard reset, turned off the toggles off then back on again in settings on Touch ID and password, made sure software is up to date, made sure that the ring around the button is clear and finger and button are clean, this is a refurbished iPhone I bought from the Apple store online, but I still believe it should still work as a new one.
