Family Sharing - Disable hot spot

I found a closed discussion on this with no solution, so hoping maybe things have changed since, and if not, maybe someday Apple will fix this:

While many of the screen-time controls allow families a great deal of theoretical control over their kids' access to the internet, the fact that they can create a hot spot at their whim allows any kid with half a brain and the right tools to circumvent.

I use eeros routers at home which allow me to govern internet access, and likewise, my family sharing on iPhone allows me to manage handheld devices, but my son has a chromebook for school. While I can govern his usage of the household internet on his chromebook via eeros, all he has to do is turn on his hot spot and presto-chango, he has full, unfettered internet access via his chromebook.

So while I am able to limit the use of game apps on his phone, his internet access remains absolutely unrestricted.

I've looked and looked if there is a way for this, but cannot find any solutions

Contact your cellular carrier and have the disable tethering on your children's phones.
