limiting hotspot activity on a child's phone

I know this has been asked before but it has been some time since it's been addressed so I'm starting a new thread. Has Apple updated the security controls on a child's phone so that a parent can limit the usage of the hotspot feature? All the limitations mean nothing once a child figures out that they can circumvent the restrictions. For example, a parent may be able to limit access to adult content on a web browser on the iPhone, but if the child uses another device connected to the phone's hotspot, such as an Oculus, the limitations don't matter and the web is WIDE open to them. There needs to be a hotspot ON/OFF toggle within the Content & Privacy Restrictions. It could be that simple.

Please don't come back with suggestions of creating a teen account on Oculus so that there can be safeguards set up because if the kid already has an Oculus account with purchased games then a teen account cannot be set up without losing everything that has been purchased, including game progress. Thanks.

That's it.

I disabled the hotspot under Family Sharing, does this mean the hotspot is disabled on son's phone?

Yes, it is disabled on all devices under Family Sharing. Here in this case your son's device.

Please change the Hotspot password too because that password is known to someone who logged into Oculus device

That's it. Nothing else to be done.
