How do I get the previous owners Apple ID off of my phone so I can update my apps with my I’d? I am signed in but it asks for password for old Apple ID.

You need to delete and redownload those applications. You should also tell the previous owner to remove it from Find My iPhone if they haven't already, and then restore it.
