For some reason when sync small files like pdf. It takes 20 mins for it to show up on my iPad Air. However , across my other devices (more modern like iPhone XS and iPad Pro) it shows instantly.

If your WiFi is good and nothing has changed with your router/modem settings or ISP, then try restarting the iPad -- Restart your iPhone, iPad, or iPod touch - Apple Support.
