Apple Intelligence is now available on iPhone, iPad, and Mac!
My husband took my iPad aboard and the photos he took yesterday could sync with my iPhone at hotel with wifi. However after he changed hotel today, all the photos taken by iPad today couldn’t be synced with my iPhone. We didn’t change any setting today
I tried to restart the iPhone but can’t help. But, the photo album on iPhone stating photos and videos updates just now.

Try going to iCloud.com using a computer browser to see if the items are there and which device they are from. That should show which device isn't syncing. On the device that isn't syncing, go to Settings/Your Name/iCloud and disable syncing. After a couple of minutes, turn syncing on. Allow time for the sync to complete. As a last resort, you can also try signing out of iCloud and then sign in again.
