Someone has changed my password now only says iPhone Disabled

Hi there,

Please help because I someone has changed my password on my iPhone XR and now only says iPhone Disabled - connect to iTunes. I have been searching all around for help and to get access to mobile.

I cannot call apple support because I do not have access to a phone.
