Is the eSIM available in WiFi only model of ipad pro 11"?

The only iPads that use an eSIM are the wifi&cellular models for the 11” iPad Pro, the 3rd gen 12.9” iPad Pro and the 3rd gen iPad Air ( iPad - Cellular - Apple ). A WiFi only iPad has no cellular connection capabilities at all, so no use for an eSIM. And no iPad model supports dual SIM.

No. It is only available on 3 iPhone models. See the following from Find wireless carriers that offer eSIM service - Apple Support

Your iPhone XS, iPhone XS Max, or iPhone XR can have two cellular plans, one on a nano-SIM card and the other on an eSIM.

Wi-FI only iPads do not use any SIM. There would be no reason to use one.
