Deleting from cloud

I want to delete files from my iCloud without removing from my desktop.

For photos you can select desired photos to a desired location when you have set up iCloud photo library see this https://support.apple.com/en-in/HT204264

When you create a file , it always ask to save the location , if you click on save as on desktop , the file will be created on the desktop .

Sign in with Apple ID and password at www.icloud.com tap the file and click on delete icon , the file is removed from the iCloud.com and moved to recently deleted folder and kept for 30 days , but it is not saved on the desktop , make sure in system preferences > iCloud the iCloud Drive box must be checked , click on option button the desktops and documents box must be checked .

So if I understand correctly I can not avoid deleting items from the cloud and also having them removed from the desktop? I want to keep item on my desk top, but not have them backed up to the cloud. I want to pick and chose which items go to the cloud and which do not. I don't need all my photos on the cloud for instance, but my work files yes.
