Thanks for using Apple Discussions. If you're iPhone had FindMyiPhone enabled when you had the device and when you lost your device, when you activate Lost Mode no one can access your iPhone besides you. It's most likely offline because the battery has died.

If they remove your iCloud, the phone won't show in Find My Phone

If they somehow sign you out of iCloud and turn off Find My Phone, the phone won't show. Even if it does still show, you won't be able to access the phone when it comes on line.
