I tried to reset ipad, it did deleted everything. But then it would not reset the ipad. Went back to reset mode, but now it only gets up to connecting to Wifi network which it does.... and then nothing

What can I do to complete reset mode?

iPad won’t connect to wifi, I phone does iPad won’t connect to wifi, I phone does. Tried all suggestions except reset network as I’m frightened I’ll loose everything ! Photos contacts etc. If I do will it also reset my iphone ? TIA
