Can you download your pictures from cloud to external drive if you don't want to continue a monthly plan?

Transfer photos and videos from your iPhone, iPad, or iPod touch - https://support.apple.com/HT201302 - "Learn how to transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC. We'll also show you how to make your photos available on all your devices with iCloud Photo Library."

You can log into iCloud.com and use the Photos app there to view and download photos.
