Disappearance of files from iCloud

I upgraded my mac from an 11" to 14". Before finally disposing of the 11", I checked iCloud to see if all files were saved and they were! Months after not checking iCloud, more than half is lost!!! No way to recover them anymore.

Please tell me this isn't a rare occassion! What can possibly be done!?!
