iPhone giving me different settings that are for the US, even though I specifically clicked on Canada

I'm not quite sure how to explain this, but I'll try my best. So about every 6 months-1 year I like to do a complete reset of my phone (erasing all content and settings), mostly just to get rid of stuff that I don't need. This time when I did it and restarted as a new iphone, it's giving me different settings that are for the US (like Apple Pay Cash and different apps in the App Store), even though I specifically clicked on Canada when I set it all up again. I went through the process again to try to fix it, but it's still happening.
