iTunes will not restore my ipad which is locked. What else can I do?

If it's locked because you forgot your passcode and it says it's disabled, you need to follow the directions in this link EXACTLY:

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
