iPhone doesn't come out of "No Service"

I get very poor or no cell reception at my office (though mine seems to be worse than others).

My phone reads "No Service" most of the time at the office.

The issue I am having is when I go outside it will not change back until I restart the phone - even after 20 minutes or more.

Could this be a hardware issue?
