My Samsung SE-208 GB DVD writer will not mount on my 15" MacBook Pro (mid-2015, I7) running Mojave. It previously worked under earlier versions of OSX. Driver issue? Where can updated drivers be located if this is the issue?

About all you can hope for is that Samsung offers firmware updates for your device. There are no drivers other than what Apple ships within macOS for USB attached devices. You probably have checked your cables and the connections, but do try a different USB port.
If this is a quite old DVD writer, it may be incompatible with the more current rewrites of the USB sub-system used in later releases of macOS.
