FaceTime is not working

I am using latest iPhone XS 64gb device in Pakistan

the device has been purchased in UAE only recently in Dubai

my device is updated to iOS 12.4 and still it’s FaceTime is not functional. Please guide how to use it and FaceTime gets fully operational on my device.
