Family Sharing Error

Hi so i understand that the original organiser is the only person able to invite family members and they share off that persons payment authority, now i was trying to add my daughters apple id to this family as the parent/guardian but it tells me the organiser needs to take this action so i go onto my other device that im signed into as the organiser with a different icloud id of mine and try to add my daughters id but it tells me im already part of a family and to get the organiser to take this action but thats what im trying to do as the organiser so im so confused why this isnt working and how do i fix this?.

Hi thanks for the link i read the entire article and some suggested pages on that page and then tried to execute the instructions exactly how the article shows only this doesn’t help as i keep having this problem.. whilst im on the device thats signed into my apple id that is the organiser of the family that im wanting to add someone to i go to select the add family members and i receive a notification saying something to this effect

: you are already part of a family please ask the organiser *********my apple id@icloud.com(the same apple id im signed into and trying to add family members too on the actual device im signed into) to add members or leave this family

but i am the organiser and dont understand why the add new members is bringing up this message...

Please ensure that you have Family Sharing set up correctly. It’s possible that when you as the organizer had set up family sharing were signed into two different Apple IDs and as the organizer one of the Apple IDs is set up with the iTunes and App Store while the other is signed into iCloud. You can check this by going to Settings>Your Name>Family Sharing> Tap Your Name as Organizer and see what email is listed. If you are signed in with two different Apple IDs with will list which one is set up under iTunes Store and Which one is set up under iCloud. To resolve that, you will need to disband the family and set it all up under one Apple ID.
