Make sure you updated your iPhone as well with IOS 12.4. Next, reset your Watch by pressing in the crown and side button until you see the Apple logo, then release both.

I did update my phone and the watch restarted after the update, or so I thought. I did restart it and it seem to be updating now 🤦🏽♂️. Thanks for the tip

I have a Series 3 watch, and had the exact same issue immediately after downloading the last software update. This tip restored the functionality of my watch.
