What do you mean, 'apply the storage to my phone' ? Extra iCloud storage only gives you extra space in the cloud e.g. for you backups, documents etc., it doesn't increase the amount of storage on the actual phone, you have to delete content from the phone to increase free space.

If you are asking how you can see the extra iCloud storage, have you tried signing out of iCloud and then back in to see if that refreshes the storage shown?
