My iPad has red and blue colors around it’s screen, I don’t know what happened?

You can try to force it to reboot by holding down the sleep and home buttons for 20 seconds or so. But it may be that the graphics card equivalent of the ipad may be dying. So I’d keep it backed up and make an appointment at your local apple store or authorized service provider. That said, what they offer may be an out of warranty replacement and if that’s the case you may consider either paying that to get a replacement or put that money towards purchasing a new ipad.
