Sorry, but you need Wifi for Homekit as zmclearn suggested.

HomeKit requires a home WiFi connection.

Thank you. I was under the impression that HomeKit used both a WiFi and Bluetooth signal and I was hoping that I could use a Bluetooth socket to reset my router remotely.
