Not an issue.

I have seen as many as 30 cycles on a brand new Mac.

With testing you would hope to see at least 3 to 4 cycles.

Could be if it’s been through production testing, including burn in. It’s pretty normal for the cycle count to be more than 0 when new. When you charged it that probably added a partial cycle which could round up.

First, every Mac notebook we have purchased directly from has arrived with Apple's recommend storage charge of roughly 50 percent. Yours was zero?

Also ours showed up with 2-3 cycles, and I have seen 4.

Did you buy directly from Apple or a third-party reseller?

If it were Zero, then your new Mac would not have had its battery tested in system. That is NOT desirable.
