Should a file saved in icloud drive be downloaded on iphone before being able to use it offline? If yes, is there a way other than having to open each file so that it gets downloaded?

Yes, files need to be on your device before you can open them. Small files will download automatically when you navigate to them, larger ones will need to be selected to be downloaded and they will open once the download is complete.
