I have been saving a number of files to “on my iPad “ as that was the only option on offer.
How do I add the option to save files to iCloud Drive. I have activated iCloud Drive but the option to save there is not offered.

I have managed to resolve it after a search outwith the Apple community.
The problem was in the Files app, not ICloud Drive.
This is what I found:
If the destination app you want to use (for example, Dropbox) isn't listed, go to the left panel and tap Edit in iOS. (In iPadOS, tap the three-dot icon at the top of the panel and select Edit Sidebar.) Turn on the toggle switches for the available apps and then tap Done.
In my case, ICloud Drive was in there waiting to be turned on.

iCloud Drive is either on or off. There is no drop down list of apps.
There is a list of apps to choose to sync with iCloud, Settings > Apple ID > icloud
Navigate to the files app
Tap browse
Ensure you are on the "Home Screen" for browse
If you have turned on iCloud Drive, you'll see it there
Ensure that you have iCloud Drive enabled on your ipad
Settings > Apple ID > iCloud > iCloud drive
Save into the files app.
Yes, I’ve been doing that, but the only option for the “location” is “on my iPad”. Unlike my iPhone which shows iCloud Drive as an option, but my IPad doesn’t.
Thanks. Yes, that’s all been done. According to the support pages, there should be a drop down list of apps to choose from for using iCloud Drive, but not on my iPad
