Unable to downgrade iCould account

The 'done' button is inactive when I am tryting to downgrade iClould back to the free version. My only option is to cancel my plan change. Any idea how to fix this?

Some people have fixed this by picking another plan than they currently have (200 GB for example) and then selecting the free plan.
