I reactivated an old iPhone for my child to use. It is not showing in my list of devices. Additionally, although it is the same iCloud account, his device is not syncing with the family sharing properly. How do I get the device to be recognized in my parent account and manage it in family sharing?

If you signed into the phone with your Apple ID, for Family Sharing it needs to be signed in with the child's ID. Use the 2nd link as a guide of where to sign out/in.

I guess I should have started with the core issue: the newly activated phone, is not showing up in my list of active devices, even though it is in fact signed in with my child’s iCloud that is tied to my account. So the starting point is that I can’t see the device to manage it.
