Family Sharing: new device is not showing as a device

I reactivated an old iPhone for my child to use. It is not showing in my list of devices. Additionally, although it is the same iCloud account, his device is not syncing with the family sharing properly. How do I get the device to be recognized in my parent account and manage it in family sharing?

If you signed into the phone with your Apple ID, for Family Sharing it needs to be signed in with the child's ID. Use the 2nd link as a guide of where to sign out/in.

If the phone is running an older IOS, it won't show in your list of devices.
