I was sent HEIC photo to my iphone 6s in a text message and I can't open it. Said "downloading," but saw nothing. I powered my phone on and off and now the HEIC file is grayed out....

You cannot view those on that device unless you are running iOS 11 or later.
I am running IOS 12.4 and have been....says "Your software is up to date." I had the HEIC photos re-sent to messenger on my phone instead of text. Photos and videos then opened up automatically in messenger. Still can't open them in text ....weird!
