Will previously downloaded and deleted apps automatically redownload if its done on another iPhone that shares the same iCloud account? For instance if I download an app both of my iPhones get the app downloaded. If I delete the app from both phones and download it again from one phone will it auto download onto the second phone?

according to apple (https://support.apple.com/en-us/HT202180) only new apps are affected by the automatic downloads settings. Based on the article, it sounds like that the app would not automatically download if it is not a new purchase.
