Where I live there’s no WiFi. I’m never around WiFi. Can I use my data plan to perform this?

You can backup without Wi-Fi by connecting to you computer iTunes (version 12.8 or later for Mac or version 12.9 or later for Windows)
No that may not be possible. You will have to wait till you get to a WiFi area

Visit a Local Coffeeshop: Nowadays, you may have access to a Public Wi-Fi LAN. Typically, in a remote area, it would be a local coffeeshop.
You might be prompted to accept their Terms & Conditions, so keep that in mind.
So, find out if there is such a location nearby where you access the web.
Just use a hotspot for accessing the Web; and not a data plan.
