I just purchase an Apple Watch Series 4 and for some reason I cannot get the Walkie Talkie App?

Why did Apple remove this ?

Where are you located? For walkie-talkie to work, the iPhone must be on iOS 12.4, and the Watch on watchOS 5.3.
