I got a new Apple Watch 4 these days. I noticed when switching trough complications the watch sometimes reacts very slow and then quickly jumping to the next selection.

Reset your Watch by pressing in the crown and side button until you see the Apple logo, then release both. Also, make sure your iPhone has IOS12.4 and your Watch has OS 5.3 software updates.
