T2 Target Disk Mode cannot login

I am trying to boot my MacBook Pro touch-bar 2019 in target disk mode from my iMac 5k 2015.

the MacBook OS loads on the iMac but I cannot login and the password is correct. I have changed the start up recovery options to No security and allow external boot.

if I do it the other way round it works perfectly loading the iMacs OS.

could this be a bug with the T2 chip?

anyone found a solution to this?

running Mac Mojave latest

Mac support said that it may be my iCloud that is preventing the login,

they said i must try logout of iCloud on both macs and try again.

I will test tonight and confirm
