iTunes family plan
I currently have myself and my children on a family plan. Is it possible to give my son a separate iTunes account but still pay through my family plan?

Assuming you mean you mean Family Share, that is how you should be using it, each person has their own iTunes account, and the purchases are paid by the organiser.
