I have suddenly started seeing this dialogue box before updating an app in the Apple App Store. It happens for every app I need to update. Many of the apps have been on my phone for years and updated countless times with no issues. Not sure why it is different now. Additionally, if I click “Buy” the same dialogue box comes back and there is no updating. What’s up with this?
Have you tried signing out of iTunes and the App Store in the settings, restart your phone, then sign in again?
I would contact iTunes Store support directly. It's highly unlikely this has anything to do with your phone or any settings on your device. This looks like it's probably a problem on the back end.
Most likely you are using a different Apple ID to update your apps, if not, sign out of your iCloud and try signing in again.
Did you change your Apple ID recently?
Apps are permanently tied to the Apple ID that was used to download/install them.

Apparent,y, you are not alone with this issue. This thread from August 18 indicates that there are at least 36 other people that are asking the same thing as you.
I think that you should follow KiltedTim’s suggestion. Contact iTunes store support.
You may want to consider resetting all settings. You don’t lose any data when you reset all settings, but you will have to log into all formerly known WiFi networks again and if you don’t know those passwords, you will be stuck. Resetting all settings also means that it will take some time and effort to get all of your preferred settings to where they were previously.
I have reset settings several times in the past on a couple of different devices. It’s painless, but it can be a pain in the you know what resetting everything again.

As already suggested by my colleagues Tim and Demo, as none of us has ever encountered that warning message, the best thing to do is to contact Apple Support directly and submit your situation.

I was struggling to find an answer, so I thought I would throw that out there. It is time to get iTunes Store Support involves.
That's weird. I've never seen that message before.
What iPhone model are you using? with what iOS version?

My phone is a 6+ and operating the most recent OS. I believe the issue started right before I updated to 12.4 so I suppose it started on 12.3. I have never had a download issue before. Some apps will download if I keep pressing “Buy” over and over. Some won’t.
No, I didn’t. Which makes it more difficult to understand.

Yes. It didn’t change the situation. If i delete the app and reinstall it, it seems to allow that. But to do that with hundreds of apps would be a pain.
