Family Sharing set up

I’m trying to set up family sharing for iCloud storage only. I bought the 2TB package and now want to invite family. When I tap “invite family”, I keep getting an error that says I need to add a method of payment to my Apple ID in itunes and App Store settings. I’ve gone in and added my PayPal acct for payment and it keeps coming up with the same error.
