Apple Watch not pairing with iPhone XR

So I just bought a new Apple Watch series 3 and it was asking to pair so I hit pair and it’ll load I’ll put the camera over the screen then it’ll say paired and ask which wrist and all but after that I get a notification that it cannot not be paired. I updated my phone to the latest iOS. Restarted my phone and the watch and it still won’t pair. Also Bluetooth and WiFi are on.
