I can't turn off purchase sharing

I am using family sharing for Itunes, however, purchase sharing is activated as well. I would like to turn that off so I can pay for in app purchases myself. When I go into Settings>Family Sharing>Purchase Sharing and try to turn if off, it doesn't change. When the slider is on or off...it is on. I was wondering if this is something that has to be done on the family sharing organizer or is this a glitch.

thank you

That setting only applies to sharing of your past purchases, it has nothing to do with paying for your own purchases.

With Family Share you cannot use your own credit or debit card for purchases. If iTunes gift cards are available in your country you could try buying them and redeeming them onto your own account, otherwise the organiser will be charged.
