Because it’s seeing you as not subscribing to Apple Music. iCloud music library is a feature of Apple Music (or iTunes March)

check your subscriptions to see if there’s an issue with it . If it says expired or if there was a problem with your payment method. if there was a problem with your payment, Apple cancels the subscription.

  • To view subscriptions, follow the instructions here:

View, change, or cancel your subscriptions - Apple Support

. - View your purchase history to see your recent purchases and find out which order is unpaid.

  • Check your payment methods:

When you view your list of payment methods, you might see red text that summarizes why the payment method couldn't be charged.

Try logging into your settings, log out of your Apple ID, and log back in again. Be sure iCloud Music Library is turned on after you log in.

To do this, you'll go to: Settings>iTunes and App Store>[tap on blue text, should be your Apple ID]>Sign Out>[tap Sign in, it's blue]>Log in to your account.

To make sure the Library is on, make sure you're signed in, as mentioned above.

Once you are signed in, you will stay in settings. Scroll down to Music, tap on it, and double check/slide "iCloud Music Library" too green.
