Received new iPhone XS Max
Setting up new iPhone by accessing my previous iPhone SE.
Everything went well until reaching Activation page for AT&T.
Entered Zip Code and 4-digit SSN and have been spinning wheels for > 30 min. now!
NO sign that data has completed transfer from old to new iPhone.
Stays stuck on Activation screen and Hello screen.
How too proceed to complete setup?

Transferring data has nothing to do with AT&T or activating your phone. The easiest way to transfer service is to just move the SIM from the old phone to the new phone, unless you want a new phone number. Activation should take seconds; if it has been going for a long time something is wrong. I called Apple who told me how to shutdown the new iPhone and start over:
Press volume up button, press volume down button, and then press and hold power button.
That did it. Activation picked up and proceeded to completion.
Contact AT&T for help with this. Apple doesn't activate your service account.
