document keeps returning when moved from icloud

I am trying to remove a document from a folder on iCloud to my 2016 13 MacBook Pro running Mohave 10.14.6. I move the document to my desktop and it goes back to the iCloud folder. I restarted my Mac and it keeps doing it. Any ideas?
