I am considering purchasing the latest iPad Pro, but wanted to know if it can print (specifically from eBay) to a USB Dymo label printer (non-wireless). I am aware of AirPrint, but is it possible to print from the iPad using a USB printer? If not now, will iPad OS support this? Thank you.

Apple has not announced USB printing support as apart of iPadOS 13.
I'm aware of that nor did I didn't say it was going to happen. I said it might, because we (at least me) don't know all that iPadOS will be capable of, but we won't know until it is officially released. I also said I doubt that it will work.
Doubtful, but no one here really knows or can speculate what the up and coming iPadOS will do, or not do.
Only Apple knows.
You will just have to wait, like all of us, for the official release of iPadOS to finally see what features are supported or not.
Still a lot of ifs and unknowns.
I know you are looking for a wired solution, but there are certainly label printers which support Airprint.

netgear had a tool called netgear genie which when installed on a computer would make all printers the computer could use work as airprint printers for ios devices on the wifi network, of cause only while the computer was running
not sure if they still have the tool and if it works anymore but it was free and did not require one to have netgear routers or the likes
iPadOS might support this, but to be honest, since it's not yet released, we won't know until it is. I kind of doubt that it will however.
Thanks. Was looking at a similar one from Brother that prints wide format labels and has wireless printing. Currently using a Dymo 4XL, but it's not wireless.
