I deleted a app because it wasn’t working like usual but downloaded it again and all data was erased. How do I restore the data?

If you created an iPhone backup while the data was present, restore it.

If you can't do this, the data is gone.

some app data is stored on that app's server.

If it's not in an iPhone backup I'd contact the app developer.

Some apps require more then just a sign-in to recover the data.

I've seen that with Clash of Clans
