Free ones will contain Get instead of a price. If one is listed as Download, you've already gotten it from your Apple ID and won't be charged for a redownload.

As Niel said, if it has 'get' instead of a price button it's free to download. The cloud icon means you've already bought/downloaded it on that account, it's free to redownload.
