The apple store will not let me cancel or add a new payment method until I verify the old one. But, I cancelled the old card so it will never be verified! It doesn't make any sense! All I want is to add a new credit card and delete the old one without verifying the cancelled old one! Help!

Try adding the new card and removing the old one via https://appleid.apple.com/account/manage
If that also doesn't work contact iTunes Support and see if they can help you do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)

trying to edit payment method 🤬 apple wont talk to me 🤬when I log in to apple it says I’m in a different city then makes me type in a verification code !!!! I do that it ask if they can trust it !!!! I say yes and then apple wont let me update payment method because it’s the wrong city 🤬🤬🤬🤬🤬. And instead of helping me now I’m in this f@&$@?!: community. 🤬🤬🤬🤬this only adds to my frustration... I want to say screw this !!
