With further testing this morning i accidentally noticed, as i touched the mic icon in safari, when the search field was active, that there was a momentary "Francais, Canada" flashed at the bottom of the screen.
There is a globe icon at the bottom left of the "keyboard" and when doing voice input - clicking it toggles between all the Preferred Languages i have listed under /Settings/General/Language and Region/
Doh! I'm not sure how long that language switch has been present, but it makes complete sense. (suddenly)
